The CIVL Plenary 2025 took place in Budva, Montenegro

Delegates from 21 countries attended the meeting, including representatives from Austria, Brazil, Bulgaria, Czech Republic, Spain, Finland, France, Hungary, Italy, Japan, Kazakhstan, Latvia, North Macedonia, Montenegro, Poland, Portugal, Romania, Serbia, Switzerland, the United Kingdom, and the United States. Additionally, 13 proxies were received and accepted from Albania, Australia, Bosnia and Herzegovina, Chile, Germany, Greece, Ireland, Korea, Lithuania, New Zealand, Slovenia, Sweden, and Thailand. It was the 50th CIVL plenary and all the participants received gifts memorializing the anniversary. FAI Secretary General Markus Haggeney and CIVL President Bill Hughes greeted the delegates.

The delegates received 20 reports from CIVL and FAI officials, Committee Chairs, and CIVL Officers. They also thoroughly studied and discussed 47 proposals. As a result, many proposals were amended, and some were withdrawn. All the reports and proposals can be found in the FAI cloud of CIVL plenary. They will be moved to the FAI.org website once the minutes are published.

Some highlights of what was discussed:

  • The CIVL PG XC Harness specification was approved. This should help steer the development of paragliding harnesses towards increased safety and usability, while still allowing innovation.
  • The CIVL PG XC Sport class ranking was defined and accepted. Although the result came from the working group that worked throughout the year, the Brazilian delegate took the time to summarize the outcome and present a proposal to the plenary.
  • The organizers of FAI events will now be asked to store all the task/round/runs results on civlcomps.org, as well as tracklogs, where they will be easy to locate and retrieve. This will enable CIVL to continue being the system of record for accurate, historical results.
  • The plenary also approved the decisions taken by the CIVL bureau during the 2024 season. This included the bids for some FAI 1 events which the Bureau had to replace due to the withdrawal of the organizers. In particular:
    • 7th FAI PG XC Pan-American Championships will be held in Castelo, Brazil
    • 22nd FAI European Hang Gliding Class 1 championships will be held in Gemona, Italy
    • The dates and some organizational aspects of the 2nd FAI Junior World Paragliding Championships were approved.
  • Several proposals were aimed at improving safety at the events.
    • The use of performance equalizers was approved, allowing organizers to try the concept in FAI events.
    • The Task setter role was formally introduced. Meet directors can invite an external expert to take care of task planning, if they choose.
    • Unsporting behavior penalties and report back procedures were refined.
    • Live tracking (with any means at the discretion of the organizers) will become mandatory at FAI 2 events as of 1/1/2026. Secondary live tracking by satellite trackers will be mandatory at FAI 1 PG cross-country and hike-and-fly events. Delegates were asked to ensure that organizers are aware of the technical aspects, and additional educational material was provided.
  • In record-setting, advance notice is only required for attempts aiming at a declared distance.
  • In paragliding, significant steps forward were made in the unification of PWCA and CIVL GAP scoring formulas.
  • The CIVL Green Logo was introduced. Competition organizers who prioritize ecological sustainability can now undergo an assessment to earn the honor of using it. 

The bids for the World Championships 2027 were also on the agenda. The delegates approved by acclamation the bids for the events that had no competition: PGA World Championship in Thailand and the first-ever PG Hike and Fly World Championships in Spain.

The Hang Gliding Class 1 World Championships was initially contested by Brazil and North Macedonia. However, after a friendly discussion, North Macedonia withdrew its bid, giving the green light to Brazil.

Next was the 20th FAI World Paragliding Championships, with attractive bids from both  Spain and Serbia. A secret vote was held, and the majority nominated Nis in Serbia as the place for the Paragliding Worlds.

The election of the CIVL President , the Bureau and the Committees Chairs took place. All the Bureau officials except one have been re-elected.
